
Built to support live decision making and course correction during program implementation, ClearSpan's analytical tools allow funders, advisors, and NGOs to detect preliminary signals of outcome improvement months before field evaluation can offer a fuller picture.Provided the location of a program, the date of expected impact, and a handful of key contextual details (such as vegetation affected by an agricultural program), the software:
• Screens funded sites for early signs of impact
• Flags risks of underperformance early enough to intervene, not just evaluate
• Works without increasing reporting burden on implementers
Our approach to impact detection is sector-agnostic, and can be applied in any context that offers the prerequisites for its application. It is intended to act as a supplement to existing evaluation practices, filling gaps in latency, accessibility, and scalability.
Implementation in Agriculture
We are currently working with agricultural productivity as a pilot use case. The tool scans agricultural sites for changes to productivity subsequent to interventions. The hands-off process requires minimal inputs such as coordinates of the agricultural site and allows decision-makers to track relevant indicators in real-time and intervene as needed during the program implementation phase.At the moment, we are testing analytics against historical data. We are also engaging with experts for feedback and with NGO partners to run live pilots.We intend to expand coverage beyond agricultural productivity to energy usage, construction, and income over the course of 2026.

Our Story
International development has a problem when it comes to the speed and scalability of transparency into impact.Feedback cycles are too slow. Failure goes unnoticed for so long that it becomes an embarrassment instead of an opportunity to adapt and learn.Evaluation is too expensive. A fraction of implementation locations get full evaluation, and failures slip through the cracks when working ideas are replicated.ClearSpan was built to change that. We give NGOs, funders, and program managers access to powerful, independent data streams they couldn't otherwise tap into without a dedicated expert.We pair this with an integrated, plug-and-play analytical method that’s designed to answer a single question quickly and cheaply:Are we making a difference?We’ve designed from the ground up for the goal of providing answers within weeks of impact, and offering continuous updates on whether effects are sustained. The system is designed to operate at a user-defined false positive target. At a 15–20% false positive rate, our current approach detects changes in agricultural productivity of 5–15% within 60 days. 80%+ of failures should surface early enough for meaningful course correction.

Lev Heller — Co-Founder & CEO
Lev's path to ClearSpan began in Ghana, where he volunteered as an EMT in rural clinics and maternity wards. He noticed something striking: the community health workers he served alongside used smartphones regularly, but the health facilities around them used paper records. That observation led him to offer his services for a multi-year role as a strategic advisor for MedTrack, a digital health startup building EHR infrastructure in Ghana.Working with MedTrack, Lev advocated for the potential of integrated clinical data to support the evaluation of global development program performance. In parallel, he began to think about what other comprehensive, pre-existing datasets could be leveraged the same way. Satellite imagery already captured crop productivity signals. Mobile money platforms already tracked economic activity at scale. None of it required new data collection. Apply the right analytical framework, and you could detect whether something was being affected by a program at unprecedented scale and speed.That insight became the foundation of ClearSpan.

Sasha brings deep experience across early-stage organizations, data science, and software development, including work as a year one hire with Founders Pledge. He had long been looking for a meaningful route into international development when he encountered Lev's writing about the problems surrounding impact data in the sector, and how pre-existing data could play a role in solving them. He joined to build technical infrastructure, support development of the methodology, and turn these insights into a scalable platform.
